It's another example of a technical product "designed" by an artist- looks cool but would be crap in performing its duty. the "retrenchment" of spokes and a chain results in much more complex mechanix due to extreme ratio. Or did he even plan to include both a motor/generator? beams carrying large momentums like this one aren't very lightweight construction, neither. It was never ever made and nobody has ever ridden one, because the design (if you can call it a design) is utterly unsafe and totally impractical.
